Storyboard/idea management software

I need your help. I’m looking for storyboard or idea management software. I’m working on a writing project and want to write ideas on virtual recipe cards, and then be able to move them around. Anybody know of such a program? Can’t believe I’m saying this, but Microsoft OneNote may be one possibility when it comes out.
