I've seen this picture around and I can tell you one thing,this definitely isn't an image of Hurricane Isabel,if that's the Isabel you're reffering to.That is just a squall line of thunderstorm clouds.Apart from hurricanes being hundreds of km wide and having no distinct features that would prove it's a hurricane rather than just a mass of clouds.Look how flat the water is,a hurricane of any speed would have at least 5m swell for a few hundred km surrounding it.
